Biography
Baxter is a Professional Environmental Engineer with consulting experience in multiple areas of remedial design, operations, optimization, and construction. He received his master's in Civil & Environmental Engineering from the University of Vermont focusing on water quality modelling and treatment. His focus working at Arcadis has been on PFAS specific water treatment technology evaluation, testing and design while utilizing his previous consulting experience encompassing groundwater extraction and treatment; industrial water and wastewater systems; soil vapor extraction systems; and air sparging systems. He has recently been involved with the development of foam fractionation technology to treat PFAS in various sources (groundwater, wastewater, leachate, etc.) He has actively worked on the bench-scale testing, pilot-scale testing, and full-scale design of foam fractionation technology for PFAS treatment.
